Would a pump or a new cylinder fix my weak shower?

Depends on your system. Gravity-fed setups (tank in the loft) often benefit from a shower pump; for a bigger, more permanent upgrade, converting to an unvented cylinder gives mains-pressure performance at every outlet in the house.

Is low pressure my problem or the water company's?

The water company is responsible for pressure up to your property boundary. Check the cold kitchen tap, which is fed straight from the main: if that is strong, the problem is inside your home. If it is weak, ask your neighbours and contact your water company.

Will a combi boiler fix low pressure?

Only if your mains pressure and flow are good. A combi delivers whatever the main supplies, so on a weak or shared supply it can make things worse. We measure both before recommending one.

Can I fit a pump straight onto the mains?

Not an ordinary one. Water regulations limit how much you can pump directly from the main. Where a boost is needed, we fit a compliant booster set or a break tank and pump.
